NSFA, Panacan, Davao City – Eastern Mindanao Command is prepared to deploy troops to areas to be affected by typhoon “Ruby” if needed with its Joint Task Force Tambayayong III.
The Task Force composed of search and rescue and Infrastructure rehabilitation skilled soldier (mason, carpenter etc) from 10th and 4th Infantry Divisions and Naval Forces Eastern Mindanao was reactivated after warning was issued on the possibility of the typhoon entering the Philippine Area of Responsibility.
Meantime, except for the Dinagat, Siargao and Camiguin, Provinces, evacuees from the North Eastern coast of the Eastern Mindanao Command have started to return to their respective homes after Typhoon Ruby hit Northern part of the Visayas.
In a directive issued by General Aurelio Baladad, Commander of Eastern Mindanao, he directed 4th Infantry Division, to extend the necessary assistance to the different Local Disaster Risk Reduction Management Council in its AOR in bringing the evacuees to their respective community.

Camp Peralta, Jamindan, Capiz – The Armed Forces in Western Visayas has boosted its efforts in preparation for the impending effects of typhoon Ruby in the region.
Catbalogan Samar– The Provincial Government of Northern Samar and the 8th Infantry (Stromtroopers) Division, Philippine Army through the 803rdInfantry (Peacemaker) Brigade spearheaded the Joint Declaration of Northern Samar as Peace and Development Ready Province (PDRP) on December 4, 2014 at the Farmer’s Training Center, University of Eastern Visayas campus, Catarman, Northern Samar. NSFA, Panacan, Davao City – A four months pregnant mother was one of the four killed during the massacre perpetrated by NPA bandits in Sitio Latay, Barangay Marfil, Rosario, Agusan del Sur on November 30, 2014.
Assisting troops of 75th Infantry Battalion under Lt Col Norman Alcovindas identified the victim as Jocelyn Cerna, 27 years old, a Manobo mother and resident of the same Barangay.
Alcovindas is appealing to those who are skilled in handling traumatic situation to support their efforts in assisting the survivors and families of the victims.
“We cannot imagine the trauma that the survivors and the families of the victims are suffering. It is for this reason that we are appealing to the organizations and persons who are skilled to assist in handling trauma cases” Alcovindas said.
In a spontaneous indignation rally on December 2, 2014 participated in by more or less 500 barangay folks who are mostly Indigenous People, they condemned the act and urged the NPAs to spare the civilians, the woman and the children in their terroristic acts and for the NPAs to leave them to allow peace to reign in their communities.
