People in Agusan del Sur demands justice for NPA killings

CAMP EVANGELISTA, Cagayan de Oro City – People in Agusan del Sur united for a condemnation rally demanding for justice for the death of four (4) civilians and left seven (7) others wounded on board an ambulance after the NPA ambushed them at Sitio Latay, Barangay Marfil, Rosario, Agusan del Sur Rosario. This activity was held at San Francisco, Agusan del Sur at 1:00 pm yesterday, 02 December 2014.

Almost 500 people attended the said rally coming from different LGUs, church, and people in Agusan del Sur.

“Hustisya para sa akong bana nga gipatay sa mga NPA. Unsa nalang ang mahitabo sa akong pamilya karon nga ang akong bana raman ang gatrabaho para makakaon mi og maka skwila ang among mga bata? Murag dili lang ang akong bana ang gipatay nila. Apil pud mi nga gipatay nila kay nawala na ang gipangandoy namong maayong ugma para sa among pamilya.” Said by the wife of one of the victim (name is not given as requested by the wife)

(Justice for my husband who was killed by the NPAs. What will happen to our family now after they killed my husband because he is the only one working for our family to have food in our table and to send our children to school? They didn’t just killed my husband but they also killed us especially the future our family.)

During the rally, people cried justice for the victims especially that one of the four who died is two months pregnant and one child was also wounded. They have cited the specific violations and crimes that the NPAs have committed. One of which is the crime they’ve committed under Republic Act. 9851 specifically Chapter III, Section 4, Paragraph-C, Article 2 which is intentionally directing attacks against civilian objects, that is, object which are not military objectives. Another one is the violation of Section 4, Article 4, Part 4 of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) which was signed by the GRP and NDFP on March 1998 at The Hague, The Netherlands which clearly states that civilian population and civilians shall be treated as such and shall be distinguished from combatants and, together with their property, shall not be the object of attack.

They also requested the NPAs to stop their non-sense armed struggle for many lives have already been wasted.

MGen Oscar T Lactao, Commander of 4th Infantry Division said, “This is a clear evidence that the NPAs do not respect the International Humanitarian Law and the Human Rights. The ambulance that they attacked boarded with civilians is a marked vehicle and it should not be the object of attack. I am saddened especially that one of the victims is pregnant and most of the passengers are children who at this moment were traumatized after the incident. This is the hardest wound to heal. These children will always remember this for the rest of their life.”

“Together with the PNP, the Commission on Human Rights, and the Church, we will ensure that justice will be served to the victims. We will make sure that these NPAs will be put behind bars.” MGen Lactao added.

The activity ended after the church leaders offered a simple prayer for peace. Transportation was provided by the different LGUs in Agusan del Sur.
